George was born in 1854 in Fort Beaufort.  George's father was William Charles Higgs and his mother was Catherine Emily Austen. He had five brothers and four sisters, named William, Harry, Alfred, Clement, Percival, Emily, Harriet, Elizabeth and Victoria.  He was the fifth oldest of the ten children. He had a half-brother named Charles.
